The webinar took place on Monday, 12 May 2025, and was organised by the Social Science & Humanities Working Group of ETIP-Geothermal, in collaboration with the SAPHEA Horizon Europe project.

This free online event brought together researchers and practitioners to explore how geothermal energy projects can better connect with communities, schools, and broader society to build understanding and support for the energy transition.

The European Geothermal Congress warmly welcomes exhibitors to Zürich, Switzerland, from 06-10 October 2025. We, the undersigned European Technology Platforms (ETPs), call on the European Commission to reaffirm their support for the strategic role of ETPs in the next EU Framework Programme for Research and Innovation succeeding Horizon Europe (FP10).
ETPs are public-private multi-actor fora around key technology and innovation areas, aiming at aligning the research priorities needed to tackle complex issues and with a particular emphasis on implementation and innovation transfer of research outputs. ETPs were established in 2003 as the first type of public-private R&I partnerships at the European Union level.

Our platforms have mobilised a broad range of EU-wide actors and developed and disseminated joint visions and strategic R&I agendas and roadmaps for action at EU and national level. In this process, we gratefully acknowledge the European Commission’s support in helping us to establish and develop the ETPs and to steer initiatives to improve coordination between us.

ETPs have contributed to the definition of the crucial R&I priorities, including those under the EU and national Framework Programmes. One of the main benefits of ETPs is our ability to provide wide, objective, coherent and strategic advice that replaces reliance on multiple, often competing and contradictory, interactions. Our advisory role was referenced for the Horizon 2020 programme but not for Horizon Europe. Whilst we fully recognise the need to foster the role of Member States in building EU R&I priorities, ETPs provide an additional and broader perspective of those.

The role of ETPs remains vital: ensuring that EU research has a high impact and that results are leveraged for the benefit of both industry and society as a whole. As highlighted in the EU Council conclusions (May 2024) on “A competitive European industry driving our green, digital and resilient future”, where the role of ETPs is noted, the EU’s R&I does not sufficiently translate into marketable products or services. ETPs play an important role in helping bridge this gap, given our strong networks of experts and sectoral expertise.

We, the undersigned ETPs, look forward to further discussing how to best consolidate our role in FP10 with the European Commission. Our platforms will support Europe’s untapped potential to translate the strong knowledge base of the EU into concrete outcomes, practices and solutions that can be implemented on the ground, boosting Europe’s growth, competitiveness and sustainability.

The European Technology & Innovation Platform on Geothermal (ETIP-Geothermal) is an open stakeholder group with the overarching objective of enabling geothermal technology to proliferate and reach its full potential everywhere in Europe.

This report presents the recent market developments in geothermal technologies and the outlook for the market in 2030.

In 2022, a devastating war erupted In Ukraine and made energy security central to European energy policy. Inflation is again a major characteristic of the European economy, driven by the explosion of the cost of hydrocarbons on energy prices. It led to higher interest rates and then lower buildings construction and renovation rates.

In reaction to these geopolitical and macroeconomic disruption, the energy transition is back at the highest level of policy making, with more importance than ever. The EU recently adopted a Net Zero Industry Act (NZIA) and gives specific attention to geothermal as one of the eight strategic net zero technologies. The EU’s Commissioner for Energy, Kadri Simson, has called on Europe to “harness geothermal energy’s potential. For too long the benefits of this sector have not been well understood – now is the time to learn.”

Geothermal is as the unearthed energy gem as a key solution to supply base load electricity, heating and cooling for all consumers, critical raw materials such as geothermal lithium. Moreover, geothermal energy shall be regarded as the bedrock of the energy transition in Europe and in the world.

We are facing a significant moment of growth and anticipation for the European geothermal market. 2023 was a year of significant transformation for geothermal. Moving from a niche market, constituting just 2-3% of the energy mix, towards becoming a major player in Europe’s energy landscape. This development blends perfectly with our goal of supplying sustainable, local and reliable energy to all inhabitants and industry of Europe and beyond.

The journey from niche to mainstream energy demands a robust framework based on critical components. First and foremost, we need effective and streamlined permitting rules. These regulations must facilitate the development of geothermal projects. Financial resources are another pillar of this transformation. Investing in geothermal energy is investing in securing Europe’s energy future. A consolidated supply chain is equally vital. The geothermal sector must continue building and maintaining a resilient supply chain that can support the expansion of this energy across Europe. From technology providers to service companies, every link in the chain must be strong and reliable.

Moreover, the growth of geothermal energy also depends on the availability of a qualified workforce. As the sector expands, geothermal offers opportunities to re-skill and up-skill workforce in collaboration with regions and from the oil&gas industry, and the next generation of professionals is getting ready to drive innovation in the geothermal field.

The geothermal exploration of new regions of Europe represents an exciting challenge. We have the technologies at our disposal, but now we need to replicate best practices across the borders. Sharing knowledge and experiences will be key to overcoming geological and technical aspects in order to support the continued growth of geothermal networks in Europe.

The public consultation on the first draft of the Strategic Research and Innovation Agenda for Deep Geothermal has been launched.

The Strategic Research and Innovation Agenda identifies future research needs and priorities for the deep geothermal sector and it will lay the basis for upcoming calls of European and National programmes as the next Horizon Europe programme. The contribution of the geothermal sector is therefore essential.

The European Geothermal RD&I Document Search Engine – EGRISE is now online. It is a new tool available in the ETIP-Geothermal Members Area for data collection, organisation, and sharing. It supports ETIP-Geothermal members on the drafting of the strategic documents, in particular the Strategic Research Agenda and the Roadmap, and in the identification of the most relevant research priorities.

The library includes deliverables from geothermal projects gathered from the European Commission portal and projects’ websites, collected in an organised catalogue using the ZENODO data repository. Its purposes are:
  • to describe RD&I in the deep geothermal sector also from a historical perspective
  • to retrieve all the necessary information for highlighting success stories and gaps
  • data organization
  • to provide a framework for data access, retrieve and query

The documents accessible through the platform have been categorized in relation to the ETIP-Geothermal Working Groups (i.e., exploration, drilling, production, surface systems / generation, environmental and non technical), so that documents can be easily filtered out by category.Documents can also be filtered by Funding Programme, Project Title and Documents type.
Clicking on a document brings up the document’s Summary Page, where the user has an overview of the main document metadata , including keywords, abstract and download links.

The ETIP-DG Annual Conference 2018 will take place on Tuesday 19th June, in Brussels, Belgium. This full day event will present and assess the work carried out by the platform so far and further its work for the development of the Strategic Research Agenda.

Environmental Working Group

The following day, on Wednesday 20th June, the first meeting of the Environmental Working Group (cross-sectional sub-group of the Non-Technical WG) will take place. The working group will focus on technological and non-technical challenges related to environmental issues and RD&I activities.

The 6th Stakeholders Meetings will take place on Tuesday 27th and Thursday 29th March 2018 in Italy, in conjunction with the DESCRAMBLE final conference and the GEMex informative event. These meetings are fundamental for the definition of the Strategic Research Agenda, one of the pillars of the work of the ETIP. During the meetings we will define RD&I priorities for deep geothermal in the upcoming years, with a focus on vision, problems, aims & challenges. We will also assign a responsible person per item, a contribution which will be credited and recognised at the presentation of the document. The European Commission has launched a public consultation on the Establishment of the Innovation Fund (policy field: Climate Action). The objective of the consultation is to provide the wide public and stakeholders with an opportunity to express their views on the elements relevant for the establishment of the Innovation Fund. It also serves to gather input (data and factual information, expert views) from industry, academia and other interested stakeholders on specific elements, such as key innovation challenges, expectations and financing needs of potential beneficiaries, that need to be considered when designing the Innovation Fund Ensure that all affected and interested stakeholders are represented.
