Second Mapping of Relevant Policy and Regulatory Issues

This report gives an updated overview of the policy framework relevant to geothermal energy, mapping both existing and newly introduced measures. While the regulatory environment in Europe provides consistency and robustness, its complexity can make it difficult for new markets to emerge. In 2024, strong political momentum developed, with the European Parliament, the Committee of the Regions, and the European Economic and Social Committee all adopting supportive positions for geothermal energy, followed by Council Conclusions in December. These initiatives call for reducing administrative burdens, financial risk mitigation, and stronger support for local and regional deployment.
