European Geothermal Industrial Strategy

To achieve a threefold increase in geothermal energy capacity by 2030, a dedicated industrial strategy is essential. The European Commission has, for the first time, included geothermal energy in its Heating and Cooling Strategy, highlighting its role in decarbonising industry, households, and businesses. The strategy emphasizes scaling up geothermal development through research and innovation, workforce development—including retraining from the oil and gas sector—and capacity building for authorities to streamline permitting. Expanding European manufacturing capacity will increase resilience and independence while reinforcing the sector’s competitiveness. Public investments are critical to leverage private funding, while targeted support for research and innovation will enable breakthrough technologies. Overall, the strategy aims to create the conditions for a sustainable, skilled, and financially supported geothermal sector in Europe.
